Applying for EU grants is certainly possible and we have expertise in the field but it is not trivial to either fill in the applications - I'm doing one at the moment for a project to support certification of OOo/LO - or manage the projects. There is generally a lead in time of 18 months and maybe 2 years to run the project itself.
