It depends on a font license. OpenType specification has metadata to limit font usage, for example to set it as "preview and print" but not "installable". These metadata may be insufficient when the font license regulates usage in more details. IANAL, "fair use" principle can give you some rights in some countries. What I would like to see in LibreOffice is a warning bar listing fonts used in a document but not available on a system. I am not deeply into this, but my guess is it would be hard to implement as font substitution happens down the system, bellow LibeOffice.
