It appears to be an issue with the 'Save/Export' routine. I have WinXP & MS Office 2002 on a virtual machine. I copied the saved .doc file to that machine and in MS Word it opens at 90 instead of 180. Searching bugzilla finds a lot of text box issues, but not this one. If I get some time later today I'll file a bug report.
