I think that this is something that should be addressed to OASIS, as the body responsible for the ODF standard, for a technical evaluation. OASIS can address W3C and Web Hypertext Application Technology Working Group (WHATWG) on a technical basis, and a joint group of experts can evaluate if ODF fits into HTML5.
