Could you please provide more information? Which file size was only 2.3MB? Note that the Czech language pack size is 2.8MB, see http://download.documentfoundation.org/libreoffice/testing/3.5.0-beta1/rpm/x86_64/LibO-Dev_3.5.0beta1_Linux_x86-64_langpack-rpm_cs.tar.gz It is correct. It includes only the localized files.
