How does this protect the integrity of a product like LibreOffice?

In the case of modifications, there is a effectively charge for the
opportunity to have the software plus the modification.

It's just that the charge pays for creating it the modification in the
first place rather than for allowing the user to have a copy of
something that existed anyway.
