Does the Lifecycle make sense? If it doesn't then just drop the previous branch when the next .0 version is announced. If it does then follow it. If it doesn't "make the experience a better one" it means that the new version still has more disadvantages than advantages i.e. it should not be recommended. This is not an argument to say that versions should only be *released* when they are better than the previous. But they should only be *recommended* when are better than the previous. After all the quality of LibreOffice should be the BoD's main concern IMO...
