What I think would be a good format would be to create the same structure Microsoft did when they initially made their first implementer's notes. They took offset in the structure of the standard itself and the numbering of the sections. So if you were implementing "Section x, paragraph Y", you could go to that specific place in their implementer notes and find answer to any discrepancies with Office implementation and OOXML spec.
