I think you should contact directly the people who were involved in such
migrations to LibreOffice. For the migration in Schleswig-Holstein, for
example, these are Thorsten Behrens ([email protected]), Lothar Becker
([email protected]), and Susanne Mohn
([email protected]).
You can reach other people via [email protected], such as
Italo Vignoli, who oversaw a transition in Italy. They can likely point
you to other successful migrations.

We found this particulary interesting because we are approaching budget season
