Hi Mike, our project is FC related,

- We are using FOSS software and software.

- Our network service is a community network, we are
using a Wireless Commons Licence and all user are
allowed to share their access.

- The Access layer is the fundamental stone to build a
participative society. There are not a Information
Society without a telecommunication network.

- Microfinances and Telecommunications are the keys
tools for poverty reduction. Grameen Phone and Grameen
Bank are an example. And poverty reduction is a
relevant subject in Peru, 54% of peruvians are living
under poverty level and 35% are living under extreme
proverty.

- Cultura Libre is the peruvian chapter of
FreeCulture.org, our chapter is two years old and all
our projects are FC projects. In USA the access to
telecommunications is 100%, but not in Peru. We are
unable to open freeculture chapters in most provinces
of Peru because of the lack of telecommunications
infrastructure. How the peruvians could use the web2.0
tools if most peruvians dont have access to a phone,
and they need to make a trip to the city for make a
phone call, open a bank account, use internet and go
to school.

- Over the telecommunication layer you could deliver
all services, wikis, blogs, podcasts, CC books.

- In the last two years, we have some problems, an
example when we get a CC goodies bag, with the CC DVD
and The Wired CD, we burn some copies and send somes
to other students at public universities, well all
students were able to play their copies in the
computer lab at the university but not at home because
of most students in public universities dont have a
computer at home. This is the reality in Lima the
capital!, in the provinces most universities dont have
a computer lab!

- Cultura Libre is a member of CODESI (The Commission
for the Development of the Information Society) and
CODESI is in charge of Peruvian Digital Agenda. In
Peru our priority is the telecommunication
infrastructure and the same is for the rest of
latinamerican countries. Regulatel, the forum of Latin
American Regulators have published a document with
recommendations for governments.

- We are working very hard to promote FC in Peru and
we work with other youth groups, LinuxChix, Asterisk,
Moodle, IEEE, ACM, etc.
