Kansas Gets Much Tougher on Illegal File Downloads

The University of Kansas is shifting from "three strikes and 
you're out" to "one strike and you're offline" for students 
accused of illegally downloading music and movie files.

This fall, students in university housing will lose Internet 
access if they receive one copyright violation notice from the 
Recording Industry Association of America and lose an appeal, 
according to local newspaper reports.

The university used to give students three chances before cutting 
off access. But the institution has been getting more complaints 
from the recording industry (345 notices in 2006, up from 141 in 
2005), and so it has decided to get tougher. ???From Day One, 
they???re going to get the warning, ???Don???t do it,??? rather 
than waiting for that first or second strike,??? a university 
spokesman said.
