I'm on the Columbia University network. From the network admins I've spoken to here, they don't do any filtering or prioritization based on protocols, though they do impose an overall bandwidth cap for physical ports (i.e., the actual ethernet jacks in the dorms). There's a bandwidth cap on the wireless network too, I believe, which is based on MAC address.
