In my experience lists with off topic rants and flames are fundamentally
different then civil list that stay on topic.  Most people do not want to
have to actively filter, the transactional cost drives people off the list.
Additionaly there are people who simply will not post or respond if they
fell like they are going to be attacked.  Neither of which is useful for
building a healthy community.

There are several strong foundation on the FAQ for setting up reasonable and
light weight ground rules we can use each or all as a guide.  The feedback
both here and on the IRC channel was very good.  I think we should give it a
few more days for feedback and then focus on rebuilding an active FC
movement this year.

PS this was one of the most active days on the IRC we talked about DMCA,
Free Culture Reading Lists, Open Source Services among other things.  This
is the active type of community I look forward participating in more often.

PPS I am speaking as a member of SFFC and a FC activist. I do not speak for
CC and if I were going to I would use my CC email address and be very clear
that the vewis were cc's.  My signature merely discloses my affiliations.
