My best guess would be to try http://limeservice.com (the hosted
service of http://limesurvey.org ) - it is a survey tool and might be
suitable for abuse as petition.
I don't know about your exact requirements (like showing all those who
signed) or the capabilities of LimeSurvey for this purpose. But if you
didn't know about it you should give it a shot.
