Here's how the site could break down. This is what I did with QForge.
I configured the Drupal Organic Groups module to organize itself around the project module. Therefore, when someone created a project, an organic group was automatically created around that. This enabled all of the issue management a project needs to be coupled with the discussion (or any type of Drupal node actually). At that point, users can easily join a project (or group), and create forum topics that get sent out over a mailing list through Organic Groups 2 List.
Looks like this might be a pretty cool solution.
What is the consensus for going down this path?

Amen for keeping the mailing list. I far prefer lists to forums. Have you
looked into the og2list module for Drupal, though?
(I'm not a Drupal wizard, but I am decently versed in it and working on a
major site implementation in it at work currently.)
