Can't you check your logs and inform those that are using it? Unless
there are no contact details for them (on blogger or wordpress blogs
for example). They are using your bandwidth, but perhaps blocking them
would be a bad idea.

Is that also the reason why the 'configure your download' form doesn't
use the latest version?
