I think this has nothing to do with CSS...
Look, if you have content on a page, which will grow in the direction of the bottom, than you get a large range to scroll. JQuery should scroll automaticly at the lowest point of the page ( to the bottom ). If the user wants to read something again, let me say in the middle of the page, then he should be able to scroll to the position.
