I think it might make sense to say that any plugin in the svn has the same license as jQuery by default. Make sense?

The form plugin has had contributions from many developers and the question of licensing hasn't come up before (that I know of). I think we should just slap the standard dual license disclaimer into the source file and be done with it. Does any one disagree?
