It's still not perfect, but the scrollbars don't show anymore, therefore the behaviour is already much better.
I modified body's overflow, as the tooltip is positioned absolutly and therefore only the body element is affected. I'll keep trying a bit more. With that enhancement it might be possible to use visibility: hidden. That prevents the flicker but allows me to calculate the tooltip position.
