What about:
var a=$("nothing");
$("iframe").each(function(){
  a.add(this.contentDocument.getElementsByTagName("a"));
});

The only way to use jQuery across frames is to include jQuery in each
frame's source. If they do, then you could do something like:
var a=$("nothing");
$("iframe").each(function(){
   if (this.jQuery ) a.add(this.jQuery("a"));
});
