Chris Dent wrote a great blog post about changing the way network services get access to data. The main page of the autonomo.us wiki says "access to source code alone provided by the AGPLv3 might not necessarily make the users of web-services free". I think Chris's post makes a lot of sense toward that end. Be sure to read the comments as well.
