I'm not sure I am clear on what privacy concerns you're talking 
about? How would a nicely exportable format of your data (behind 
some sort of login mechanism) raise any more concerns than having it 
presented by some web app in a less exportable format? Or are you 
refering more to the general privacy concerns with building 
infrastructure around private data being on others machines?

Yes, as I see it, Google being friendly to data interchange between 
services is trying to be a good player in a modern, market-type 
approach, in which the best outcome for a 'consumer' is a choice of 
several competing platforms.

The freedom to actually meaningfully be a part of the creation of a 
platform, and the ability to choose from multiple deployments (or 
create ones own) isn't factored in to most people's perspectives 
yet, let alone that of companies. The 'consumer' / 'user' vs 
'producer' / 'developer' terminologies are quite unhelpful for 
moving the towards this.

Agreed. And you are right, I'm very glad to hear of DLF-type groups 
too.
