I don't know much about how distributions are made.  But I just checked
and Google claims that Arm is the most popular CPU architecture for
systems running the Linux kernel.  (And Android phones run the Linux
kernel on Arm.)  So it is **extremely** unlikely that kernel support for
Arm is being discontinued.

If you're seeing what seem to be unusually long lags between kernel
updates and the distribution you use, and you want to know why, you're
going to have to track down exactly what that pipeline is, who does the
work, and what's going on.  The Devil will be in those details.
