You are more than welcome to file a bug/rfe yourself, if you like. :-)
That said, have you tried using man -k instead of searching via grep?
Also, in the future, a new version of the indexer will support richer
indexing of the man pages, backed by a SQLite database. I'm not ready to
integrate that stuff yet, but I think that might be a better solution
longer term.
Shorter term, you can probably write a few line script to generate the cat
pages with mandoc. Here's my attempt at it (its not perfect because it
doesn't understand links so wastes some disk space, but you get the idea):

formatman() {
while read man
do
file=${man##*/}
mandir=${man%/*}
catdir=${mandir//man([0-9])/cat\1}
[[ -n $FORCE || ! -f ${catdir}/${file} ]] && \

}
find /usr/share/man -print | formatman
Feel free to share above script if it helps anyone else. Probably the last
line should also look at $MANPATH instead of /usr/share/man... :-)
