I also noticed this.
While if I run pkg verify on other packages, command returns with no errors (a
part the locale):
gbul...@opensolaris:/code/illumos-gate/packages/i386/nightly/repo.redist/pkg$
pfexec pkg verify pkg:/SUNWcsd
pkg: Unable to set locale 'en_US.UTF8'; locale package may be broken or
not installed. Reverting to C locale.
gbul...@opensolaris:/code/illumos-gate/packages/i386/nightly/repo.redist/pkg$
pfexec pkg verify pkg:/system/[email protected],5.11-0.147
pkg: Unable to set locale 'en_US.UTF8'; locale package may be broken or
not installed. Reverting to C locale.
gbul...@opensolaris:/code/illumos-gate/packages/i386/nightly/repo.redist/pkg$
If I run the pkg verify against the SUNWcs, I get this:
gbul...@opensolaris:/code/illumos-gate/packages/i386/nightly/repo.redist/pkg$
pfexec pkg verify pkg:/SUNWcs
pkg: Unable to set locale 'en_US.UTF8'; locale package may be broken or
not installed. Reverting to C locale.

You missed SUNWcs, so you missed /etc/security/crypt.conf, which part

Actually, yes. But that's also interesting moment: how it is possible
to run into this problem, actually?.. Normally it is installed by
default, if one used snv_134 ISO, for example. Hmmm...
