While you're working on SSH SMF manifest, can you also integrate the dependency change for filesystems from svc:/system/filesystem/local to svc:/system/filesystem/usr so that the system can start its SSH server if the userdata pools don't import cleanly? I've had this annoyance of inaccessible storage servers a few times (i.e. one must go to physical or IPMI console to just ensure clean import and mount of secondary pools, and until then the stock SSH server SMF service won't start).
