IPS just tries to technically enforce things that could have enforced on an administrative level also. On the other side, IPS buys it's main advantage from introducing a high sensibility to latency (either from creating TCP/IP connections or from seeks on slow media such as DVDs). So to me the question is rather: why do some people believe, we need a new packaging system instead of working on fixing the old and proven one?
