Most of the problems in the SVr4 packging system are a result of the management 
inside Sun. IPS just tries to technically enforce things that could have 
enforced on an administrative level also.

On the other side, IPS buys it's main advantage from introducing a high 
sensibility to latency (either from creating TCP/IP connections or from seeks 
on slow media such as DVDs).

So to me the question is rather: why do some people believe, we need a new 
packaging system instead of working on fixing the old and proven one?
