For workgroup browsing you need
- to enable netbios
- a master browser, ex a Windows server
Oracle Solaris and therefor Illumos does not offer master browser
capabilities

Check the netbios_enable property, and set it to 'true' if it isn't:
$ sharectl get -p netbios_enable smb
netbios_enable=true
