Ah - sorry, I did not see the second headline.... So in theory, the behavior may be changed. The question is whether this may open a security hole. In normal operation, I would assume that you cannot be there if you did hot have the permissions to pass all directories in the current working directory. On the other side, you can you an fchdir(f) on a fd that was received from a socket, or the directory was entered before the uid of the process was changes.
