If you look at the datasheet for the C3000 https://www.intel.com/content/dam/www/public/us/en/documents/manuals/atom-c3000-family-programmer-reference-manual.pdf and go to 8.2.2.2 it will list the various device IDs the controller on the C3000 will have. All of the various device IDs are listed in the ixgbe manifest with the exception of the first two (which is consistent with other operating systems). So at least the driver believes it's supported and if you install an illumos based system this should work. This support was added in https://www.illumos.org/issues/11879. The user in question that helped test support for this had a SuperMicro A2SDI-H-TP4F. So a similar part with both the SFP and RJ45 ports working, so I think you should be ok. The reason it doesn't show up in the HCL is just because of how PCI devices are named as the X553 rather than having the C3000 there.
