It's curious when I lose Vancouver, that the traffic isn't failing over to, for 
example, Panama where I have a server that's up when Vancouver (where I used to 
have a server) goes down.

It’s not impossible but unlikely that there would be that many Windows hosts 
with an enterprise endpoint protection tool (CrowdStrike) sharing files 
globally.
