Derek, I noticed that VolState.edu does not have a search box anywhere on its home page. You should add one (I suggest using a Yahoo SiteSearch API) and start logging searches. Statistics are very handy in political battles, and search logs are among the most valuable stats you can get your hands on.
Some advice for your one-man redesign... Get your hands on a copy of Web Redesign 2.0: Workflow that Works (Emily Cotler and Kelly Goto). That book will help guide you through an effective/efficient re-design process. Additionally, check out Information Architecture for the World Wide Web (Lou Rosenfeld and Peter Morville). Rosenfeld has another book coming out soon about searches that looks interesting.
