Why are they doing it? Personally I would expect the developers to just refine, rather than rewrite. Once you get to the level of software functions/parameters it's more effective to write code. What they do need to do is take the domain concepts form the IxD/UX-oriented documents and understand them well enough to embody them in the code. Something I've been playing with a bit is getting folk to use tools like FIT and various Behaviour Driven Development tools to encourage folk to start turning the specification into automated tests rather than Yet More Paper.
