I think there is nothing wrong with using paper as a prototyping tool.
There have been many instances where paper does help to make a big
difference when users were involved. They help to cut down a lot of
time in making changes as compared to a half-functioning software
prototype.

Additionally I have worked on certain mobile appication projects that
do use PowerPoint as a prototype for user testing. This helps us in
finding out the users mental model before we actually implement the
application on mobiles for further testing.
