It has basic content management and workflow capabilities, but the product is designed as a portal server, not as a enterprise cms. Have a look at the features here: http://office.microsoft.com/en-us/sharepointserver/CH100305441033.aspx I think for small web sites, especially in intranet context, it makes perfectly sens to use sharepoint server, but for large web sites a "real" cms (Vignette, Typo3, System7 ...) is better suited.
