I think you're supposed to predict the future and say Yes if you think the Office of Graduate Affairs will "use" your letter - for marketing or personal hygiene, who knows? OR Say Yes if you want them to use it after you register. Say No if you want them to use it before you register. Close the browser if you want their entire database to explode.
