I have always thought this was the wrong way to view the difference between usability and design. It makes it seem as if they are part of the same process. My way of thinking about them -- which at least makes it clear for me -- is that usability testing *measures* the success of design. Once you get your measurement of success or failure, then you *design* a new solution -- two different processes.
