The business (legal) goal here is to force volitional action. Therefore
forcing users to select the check box is a good usability practice for the
very first login.

I don't think the action is necessary after the very first login into CMS
(you could show the box as a reminder), but I am not a lawyer and therefore
would recommend to seek legal advice.
