You can use a collection of technologies for this...

 

1. The first piece is from EarthLCD

This device adapts pretty much any small TFT LCD panel to be a VGA or
SVGA PC-compatible monitor.

For a project I worked on, we literally were able to plug the raw
display cable into the EarthLCD board - it came with the necessary
connectors.

 

2. The second piece is your LCD, which will be dependent on your project
specs.

Here's one that I've used for a project, and they make several:

This device adapts a 4-wire resistive touch panel to be a PC pointing
device.

It has a very flexible control panel/driver which lets you map the touch
screen to a specific PC screen, calibrate, and receive mouse input. The
control panel offers lots of behavior options to allow automatic touch
and hold right-clicks, touch smoothing and many others.

For our LCD touch-panel, we did have to de-solder the touch panel cable
from the back of our LCD to connect to the HanTouch.

 

3. Then you embed the screen into your prototype, connect your physical
controls (I assume you've got that part), and run flash on the PC.
Voila!
