I think it's legitimate for a body repair shop to show examples of damaged cars before they fixed them, so it should be okay for a design company to show its process on its way to creating a successful design.
I think you're asking whether it's okay for companies, and not individuals, but personally, I put wirefames in my portfolio after a few interviewers wanted to see more of my work "under the hood" so to speak.
