It's the old terminology thing. That a site or application should be "usable" is obvious. Some people might include all the values of IxD or experience design under that flag. But in practice, usability tends to focus on testing, and there lies at least part of the problem -- usability testing may reveal problems, but it does provide the best solution to those problems without, well, design.
