In London theres UCLIC - University of Central London Interaction Centre: http://www.uclic.ucl.ac.uk/. They have a good masters programme. I have several friends who took their degree there (my friend Kevin Cheng even posted a review of their programme: http://www.ok-cancel.com/archives/article/2004/09/a-review-of-uclic.html)
Then there's also the Carneggie Mellon / Madeira University Professional Masters in HCI: http://mhci.dme.uma.pt/. I heard positive things about them as well. And there's always something good in part of their programme being based on a tropical Island (Madeira is a Portuguese Island, so you can get by with a European visa).
