How many sites really do this?

Corporations add "language selectors" to indicate they have a
presence in each country and so that its easier for locals to read in
the language of that country ... however ...

suggest its rare that deeper research is done to discover true local
needs to help change the design (if thats whats needed) or content to
suit local needs. Suggest the site's design or overall template is
driven from one location/one team and everyone else has to fall into
line.

Questions : What are those differences? Do those differences
necessitate a separate country site? What are the maintenance costs
of that site? Are we translating or localizing or both? Do we have
the budget to iteratively understanding a local market?
