Hi Naveen, I assume by feature you are referring to featured pieces of content.
Assuming there are no dependencies between the featured content and the layout, I would consider not creating a dependency. Let the users choose which of the two functions takes precedence by making them equal. Some users may have a layout in mind before the content is chose, while others will want to play with the layout to best highlight the content. Let them do both, and let them go back and forth to try different selections.
