Guillermo,
Walking through clickable wireframes; mocking up low-fidelity prototypes;
and usability testing of separate functional modules can all be done as the
development progresses, but your question talks to a different issue, which
is the notion that there are no testable, intermediate steps between a
wireframe and a working 'finished' version of the system. This is common in
many software development approaches.
In asking your question you are recognising the same gap identified by
movements such as Agile programming, and iterative design processes.
The answer is both simple & complex: undertake development such that you get
more and more detailed ('finished') versions of the system in an iterative
fashion, and test them as you go.
