Konrad, I think your best bet is Dreamweaver CS3. The interface is good. It also includes the Adobe's Ajax framework, Spry, so you can acheive some fairly complex UI prototypes. The ajax and html code also isn't bad for small to midisize sites and you probably do not want to use the code for enterprise level sites.
