'Design' implies purpose or intent. There are organizing principles to the cosmos; and chaos theory, or non-linear dynamical systems theory, demonstrates that quite complex - and unpredictable - behaviour can result from a few simple rules. In fact, we can predict the point at which things will become unpredictable, but then we're out of luck.
However, that isn't "science" in the context that Dan was using it, I believe. If I understand his reference correctly, and the original comment regarding science that triggered it, he was referring to scientific method - hypothesis, experiment, observation, conclusion - and I'd agree that the role of science in interaction design is not that central, whilst still be useful in many contexts.
