The problem is that some users seem to completely ignore the other tabs in an in-page tab panel - even when the tab headings are clearly relevent to their task.
Obviously any tab panel should have some element of foreground and background in the design but if the background is never even used then it becomes a problem. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .
