I've seen this happen, and the answer was patient mentoring. A poor prototype (both the "not reflective of client/business/user need" and "OMG how could anyone use something developed from this" type) is possible in any tool. Good luck with your Axure experience - I have found it to be so much better for the way I like to work, and it has served me faithfully since early-mid 2006 - and keeps getting better.
