http://my.yahoo.com Specifically their Change Appearance link that appears under the top nav tabs. I would disagree slightly about WordPress. While the new 2.7 interface is a huge improvement, there are still interface design issues. For example, the ability to customize your interface is available only when you click your linked user name in the upper right or click the Users tab on the left nav and then your user name. It's not obvious (to me, at least) and not intuitive. Once you get to the right screen, however, the ability to switch between admin styles is quick. Changing the templates is even more difficult because you have to wrestle multiple files, either in their Template page (a textarea with a brute force linked list of all templates) or offline in an HTML editor then upload with FTP. I'm not sure what you mean by "style a website," whether you mean design/redesign the layout of a site within a CMS or just a stylesheet editor. If the former, you also might want to check out Google's PageCreator which has a slick drag and drop interface that easily divides content from layout. Hope this is helpful.
